The Casino Tycoon Hsin, Ying Nan and Ao Tien have established a Casino Empire in Macau. Not reconciled to being under Hsin, Ao Tien fights for power by posing his own men in the outfit. Hsin's daughter Tien Erh introduces her boyfriend Chen, who is determined to avenge his father's death, to work in the Casino Empire. Chen kills Hsin's son Tien Pao and conspires with Ao Tien against Hsin.
